roofing is torn off, the sheathing can be inspected for deterioration and
defects. Without first tearing off the old roof, you are assuming everything is fine,
when in fact there may be problems that need to be addressed.

Besides making sure there is
no rot or problems with your roof deck, stripping off the old roof will allow
the new roof to lay flat, seal better, and most likely last much longer. It is
generally cheaper in the short run to recover over your old roof, but the savings
could turn into losses in just a couple of short years. Good roofing practices are
similar to many others; would you let someone inspect your car for a long
road trip without first lifting the hood.
